California’s ambient air quality standards classified South Coast as nonattainment for ozone, PM2.5, and PM10. EPA designates South Coast Air Basin as extreme nonattainment for ozone which includes Orange County as well as parts of Los Angeles County, Riverside County, and San Bernardino County.
SCAQMD ERCs are available for six different pollutants:

To satisfy offset requirements, new or modified major facilities in nonattainment areas must obtain ERCs to satisfy the offset ratio requirements for proposed emission increases. The offset ratio for extreme nonattainment area for ozone is 1.5. That means if 100 tpy of VOCs are emitted from a proposed new or modified major facility in the South Coast Air Basin, the facility must obtain 150 tpy of ERCs to offset the increase in VOC emissions.
