San Luis Obispo Air Pollution Control District (SLOAPCD)

California’s ambient air quality standards classified San Luis Obispo County as nonattainment for ozone and PM10. Based on EPA standards, the county was designated partial marginal nonattainment (Eastern San Luis Obispo County) for the 2008 8-hour ozone standards.

ERCs are available for five different pollutants:

To satisfy offset requirements, new or modified major facilities in nonattainment areas must obtain ERCs to satisfy the offset ratio requirements for proposed emission increases.  The offset ratio for marginal nonattainment area for ozone is 1.1. That means if 100 tpy of NOx or VOC are emitted from a proposed new or modified major facility situated in an area classified as marginal nonattainment for ozone, the facility must obtain 110 tpy of ERCs to offset the increase in NOx or VOC emissions. Offsets for PM10 and PM2.5 shall be provided at a tradeoff ratio of 1.0.
